Virginia, 1776 On May 15, the Virginia Convention of Delegates unanimously resolved to prepare a declaration of the rights of citizens. Adopted June 12 that same year, the Virginia Declaration of Rights was largely the work of George Mason, a Virginia planter and neighbor of George Washington. The document served as a model for bills of rights in several other state constitutions and was a source for the French “Declaration of the Rights of Man and the Citizen” and also became the basis for our own U.S. Bill of Rights. June 7, another Virginian – Richard Henry Lee – proposed to the Continental Congress a resolution calling for a declaration of independence from English rule. July 2, the Continental Congress in Philadelphia adopted a resolution severing ties with Great Britain. July 4, 1776, the Continental Congress unanimously adopted the Declaration of Independence at the Pennsylvania State House – today known as Independence Hall. The Fifes and Drums of Colonial Williamsburg performed the music recorded live for this CD July 4, 2005, to celebrate a nation of the people, by the people, and for the people – a government of citizens not kings, a government in which we agreed to participate when our representatives ratified the U.S. Constitution more than 200 years ago. Fifers and Drummers were an important part of the 18th-century military. With the onset of war in 1775, Virginia began to train an army to defend against a British invasion. Just as Virginia enlisted soldiers and stockpiled arms and ammunition, it also trained fifers and drummers to work with soldiers in the field. In the 18th century, fifers and drummers were usually boys ages 10 to 18. Today, the Colonial Williamsburg Fifes and Drums (also known as the Field Music of the Virginia State Garrison Regiment) carry forward this tradition of military music. Boys and girls are drawn from a waiting list of community applicants, begin their education in military music at age 10, practice weekly, and participate in hundreds of performances each year until they graduate from high school. Since 1958, visitors to Colonial Williamsburg’s Historic Area have enjoyed the performances of the Fifes and Drums. These remarkable young musicians introduce the public to the role of music in the 18th-cenury military and teach younger fifers and drummers the music and history needed to continue the traditions of the field musicians.
